I believe he was. In 1977, he went to England when he was a young pup (his words, not mine), `rented' a Formula Ford car and raced against future F1 world driving champion, Nigel Mansell. He won six of 11 races and was crowned series champion. Back in the U.S. he drove a Ralt in the Formula Atlantic series. In 1983, he won five of 12 races in the TransAm series and was crowned rookie of the year. Between 1984 and 1986, he recorded 17 TransAm victories.Later on in his career, he also drove in the IMSA GT series. Unfortunately, through lack of cash/decent sponsorship, all his CART series races were with underfunded teams.
Because he raced in several different racing series and with success, Unquestionably William Theodore Ribbs was the best ever African-American driver; he is the only black driver to win races in different series, in Europe and North America.

I would have to go with Wendell Scott on this one. He raced in a white dominated sport, was discrimnated against and threatened but ran every race he could, on his own money, doing his own car prep and doing so without the help of anyone but his family.
