You could blame loyalty for some of it. When his manager, Craig Pollack, became a partner in the fledgeling BAR team in 1999, Villeneuve moved to the team. True, it wasn't an entirely new team, it was formerly Tyrrell, but it was far from a frontrunner.During his years with BAR, I really don't think Villeneuve had a truly competitive car and, until this season, Sauber (now owned by BMW) certainly wasn't a competitive team.
Could he have stayed competitive with a team such as Ferrari, Renault or McLaren? Perhaps, but I really don't think his personality would suit any of those teams; for better or worse, Jacques is `different.' Love him or hate him, he's probably a talent lost.
By the way, the $20 million at BAR is incorrect, however, he had a minor share in the team at one time.

he got greedy and went to BAR...$20 million/year versus $3 million with Williams.BAR had many car problems and he got used to it.
Once he moved to BMW/Sauber, he realized he had a realistic chance of racing so he has glimmers of his past glories. I think if BMW gives him a chance, he may be able to get on the podium in the next few years.
What happened with Villeneuve is ,that at the peak of his career,he started a new team with is manager and lost five years trying to make it and still today Bar Honda still trying to become a top teams.After the teams got sold,Villeneuve had some personal problem with Richard the new director at that time and the situation forced him to take a year off and when you are away from the circuit that long it's hard to get back on the saddle like they say but now he's getting there and he can fight with the best drivers.I hope that my answer helped you in any way.
