Easy, any big department store, just go to the toy department.The only hard part is that you have to go through all the ordinary toys to find the limited editions.
Like in your case, the Hot Wheels die cast cars.
Since nobody really knows when they are available, you have to go every day and visit the toy department.
I work at Target, every night we get a shipment of toys, sometimes we get a few boxes of hot wheels, other times we get bunches of cases of hot wheels. We're too busy workin to go through all the cases, so who ever happens to visit, first thing in the morning usually scores.
You might like to do a little research, for example some stores have a larger selection of toys and other stores have really tiny toy departments. The stores with the larger toy departments, often get larger regular deliveries of toys. Better odds of finding what you're looking for.
LIke uhmm there is one store that has more Star Wars figures, while another has lots of Hot Wheels, and another has more Barbie toys than others. Each store has a niche or specialty that most people don't realize - exists. So you just have to scout out each store, so you have an idea which ones will more likely have the collectors choices.
