1997 chevy blazer is misfiring in all cylinders, no check engine lilght, no codes. What is the problem.?

Question:Changed rotor, sparkplugs, fuel filter, sparkplug wires. Hooked scanner to it and no codes. But to check if the cpu was working correctly, we made the scanner read other codes. worked fine.
