The best way to get a pit pass is to be a member of the media, however, only selected journalists get `hot' passes (ones that allow you to be in the pits during practice, qualifying and the race).For a VIP pass, you can buy a Paddock Club ticket, but they are very, very expensive. Patrons in the Paddock Club are wined and dined and are escorted through the pits (as a group) at selected times, but never when the pits are `hot.'
Another way is to be a guest of a team or a major sponsor.
