What does it mean when people say "that car raced in the 9s" or "in the 10s"?

That is how many seconds it took the car to race 1/4 mile (starting out from a complete stop and accelerating up to 1/4 mile).It means 'that car' did the quarter mile somewhere in the 9 second range. Or perhaps the 10 second range. Usually people will say a high 9 or a low 9 etc.
Example: If it ran a 9.78 it ran a high 9 second time. If it ran 9.38, it ran a low 9 second time.
If there running 9s they ARE superior. 10s ARE superior. 11s ARE superior. 12s are F'N Fast. 13s are Fast. 14s are Quick. 15s are fun to drive. 16s have potential. 17s are your moms car. 18s and slower are school buses and mini-vans.
Generally speaking, No matter what, a 9.50 to a 9.99 is about 3-4 car length's just as a 16.0 to a 16.50 is 3-4 car length's.
So to put it in perspective, a 9.50 to a 16.50 is 21-24 car length's at the finish line.
