This simple question requires a non-simple answer. Reasons:1) During his last attempt to set fast lap in qualifying, Michael apparently committed an error, and his car stopped in a part of the track which prevented other drivers from setting their best qualifying lap.
2) Michael had just set pole position lap, and his stop in that spot of the track clearly guaranteed his pole, even if there were a few minutes of qualifying left, and among others, his archi-rival Alonso was still trying to get his flying lap.
3) The judges made an investigation to determine if Michael stopped on purpose or if he made a honest error. After nine hours they deliberated that Michael cheated, and they relegated him to the last place in the grid. There was not true indisputable evidence, but for the best interest of the future of F1, they realized it was better to send a message now to prevent such incidents from occurring in the future, especially if planned on purpose. Also, Michael's past history of incorrect actions on the track did not play in his favor this time.
4) Instead of choosing the last place on the grid, as per rules, Ferrari chose to let Michael start from pit lane because they changed the engine (they have the option to replace it with a fresh one, as this year's rules mandate that one engine must be used for 2 races) and prepared him for just a one-stop strategy regarding tyres and fuel load. Anytime you change to a fresh engine, you automatically start from pit lane.

The F1 officials believed that Schumi left his car in a position on the track that would delay other competitors getting a faster time. There was about 2 minutes to go in the ppractice and I understand that Fernando Alonso was on a flying lap. Schumi was penalised due to this. Came sixth though. It was Schumacher's choice. Also, he started with a huge fuel load, for a single stop, and he had his engine changed, which would normally have ment a 10-place penalty on the grid. But, as he was already starting last, I believe that he actually wanted to start from the pit lane, to avoid a squabble with Massa or the Aguris in the first turn, which would have definitely thrown him out of the race. Sneaky decision... just like what he did on Saturday. But what happened is what happened. We will never know if that was an error or if he did it on purpose. But, considering what he did at Jerez in '97 with Villeneuve, it's fair to say that it was on purpose.
