Too close to call. It depends on the team. Cash-strapped teams might fall for the $1m, teams with better funding would go 90% for the more experienced driver.

Sometimes teams can go to humongous depths in the quest for sponsorship, that including hiring pay-drivers with tons of cash over more talented drivers.

A million isn't enough, "B" has the advantage. Pedro Diniz used to pay much more than that. Also, look at Jenson Button who had a great karting career and not much experience in cars. He's not doing badly, I'd say.
