scodallaro doesn't know what he's talkin' about. on a 2 tire pit stop it's the right side tires that are changed 99% of the time. so i guess that would be the outside.

The right side tires are changed more frequently due to the fact that the car's weight wears these tires down faster due to centrifical force making the car heavier on that side.
