The difference in mph is minimal. It's the ball angle as viewed by the batter that is dramatic.This has three main effects.
1) It's far easier to hit a ball that is travelling on a flatter plane
2) The ball remains in the pitchers hand longer (off mound)
giving the hitter less time to watch the it before reacting
3) Breaking pitches appear to break later when released
higher because point where the ball crosses spot where
the hitter sees the top of the ball instead of the bottom is
much closer to the hitter giving him less time to adjust

if your on the mound you can throw it higher... so they aim low but it goes high (unless its a sinker) not too high. so when it is higher and it is aiming low it is increasing spead. so maybe 15 mph.Are there any Royals fans out there?
remember: gravitational energy=mgh, where h=high.so obviously if you throw the ball from an elevated position, the ball has more energy, and travels faster.

The flat mound is intended do be a development tool, allowing youth's to develop the arm strength and durability to throw from a high mound.
However, the flat mound is a basic pitching surface. Depending on the player, a pitcher may throw just as hard or less, no real advantage to throwing off a flat mound
The High mound gives a pither leverage, by being elevated and pushing off your back leg, the downward motion generates more velocity. Here a pitcher can generate more velocity on his fast ball due to the downward slope, the ball is released from a high point and moves down ward, therefore generating more mph.
There is significant differences, just not only in mph. The mph would be affected no more than 5 mph +/-
