Montreal simply won't ever again get a team. MLB will be extremely hesitant to put a team in Las Vegas or anywhere else in Navada because of the state's gaming laws.Unbalanced schedules are simply wrong, and you want to make the schedules even more unbalanced that they are now. The link below is Chipper Jones' comments on the setup of interleague play, but every word of it actually applies to unbalanced schedules.
I'd say you need to drastically rethink your plan, and if you're going to come up with something, have it based on reality.

take about a insane advantage of being in the east division because of scheduling. Imagine a team in the western division playing all division opponets but flying from Chicago to LA for a 3 game series, then onto St Lous for a 3 game series than back to San Diego for a series.

The two extra games make 14 for all seven division rivals (7 home, 7 away). Have the top teams against #2 in the alternate league division, then the winners meetto determine the league champ. Eight teams vying to play in the Series permits a Yankee-Red Sox, Mets-Braves, CWS-Twins etc. playoff possibility prior to the Series. Drop Vegas; too much could go wrong. Drop Montreal; already did go wrong. Add Louisville or Indy, add Mexico City or San Juan.
