It is because that's what the Braves manager Bobby Cox calls him. Cox calls most player a nickname that ends in -y, so Cox added a y and call Francour Frenchy.Because some people get easy nicknames that are assosciated with the nationality of their last name. Surely just as people have given Francouer the nickname of Frenchy, someone somewhere has probably referred to Jay Gibbons of the Orioles as a "good Irish boy."
Some people get tagged with quick and obvious nick names if they have last names that are easily identified with the country (or part of the U.K) that their last name comes from. That is evidently the case with Jeff Francoeur here as others have pointed out.
