It is a sticky substance to help for grip on bats. Anything on a bat for grip including tape is allowed up to 18 inches. If it shows up on a pitchers glove, that player is ejected from the game.It is a sticky substance that comes from pine tree sap.
Batters are allowed to use it to help hold onto their bat.
They are allowed to have it 17 inches up from the handle.
Pitchers are NOT allowed to use it; the would want to because it helps them grip the ball better and give them a chance for a tighter spin (faster spin) on their pitches.
Rule 1.10(c) of Rules of Major League Baseball states that pine tar may not extend more than 18 inches from the grip end of the bat. Most long-time Kansas City Royals fans can tell you of the George Brett pine tar incident. I don't recall enough about it to speak on it intelligently, but I'm guessing you could do a web search and learn all about it.
Pitchers are not allowed to use pine tar, and no substances of any kind are allowed on the ball. Remember the Kenny Rogers controversy at the World Series? He claimed later it was just dirt; opposing coach thought otherwise but didn't make a formal complaint no so action was taken.

Others have given you the rule on pine tar use but they dont tell you that the whole reason pine tar isnt allowed above the 18" height is that back in the beginning of baseball, balls werent available like they are now. A lack of balls meant they had to keep using the same ones over and over and didnt want the pine tar ruining them. That is the whole reason for the limit on bats. As far as the George Brett incident goes. He hit a go ahead homer and was called out by Tim McClelland because he had way too much pine tar. I disagree with the person above me on why the rule was instated. The rule was instated because putting pinetar on the barrel of the bat would create much more backspin on the ball allowing it to carry further and thus making it go farter.More Questions & Answers...
