Anabolic steroids were first discoverd in the early 30s, and it would be a reasonable assumption to say that athletes (and non-athletes) have been using ever since. The question is, who used them, and how widespread was their use. For one thing, you need to remember that the discovery does not necessarily coincide with availability. It also seems to be a general consensus that while there were surely some athletes in major sports who were doping early on, it seems to have not become a widespread issue until at least the 60s (for decades they were not believed to have an advantageous effect), and really started becoming an issue in baseball in the late 70s. This does not condone anyone for using now just because other athletes were using then, nor vice versa.

The "problem" seems to revolve around how readily available doping agents were/are. I think it is reasonable to assume that if fewer athletes are using it, the top athletes might not see a need for it. However, as more and more players start abusing, it becomes increasingly enticing for top athletes to start using as well, to continue to produce better results.

Oh, and you said the cream in your question. The cream was created along with the clear (THG) by Patrick Arnold in the late 90's, so it IS NOT correct to assume athletes have been using the cream ever since world war II.
