What does "called up from minors-not to report" mean in baseball?

Question:last week jeff salazar was claimed by the diamondbacks from the rockies, the transaction was listed as "called up from minors-not to report" how is this different than placing him on waivers?

means called up by rockies but was told not to come so the diamonbacks took him .... hum i have never heard of him b/4 so probley went down to aaa ball
