They get the pine tar on their helmet after many many at bats. They apply the pine tar to their bats and as a result many of their batting gloves are heavily pine tarred. When they reach up to adjust their helmet after every pitch/swing/whatever it gradually adds onto the pine-tar-look of the batting helmet.

Remember it is a gradual accumulation, so if you wanted to make it look "real" you would have to get pine tar, a bat, batting gloves and your helmet. Apply pine tar to bat, grip bat with batting gloves and then adjust your helmet like you would naturally do. Then repeat until you have your desired look.

actually, pine tar is applied to the helmet so that the batter can continuosly apply tar to their glove/hand. it is the only legal way they can have any foreign substance without getting it on their uniform. of course there are some exceptions, like when a batter
adjusts his shirt or crotch.
