The 400 hitter had incredible natural talent. There are players today who are just as talented and just as good as people were when Ted Williams hit 407 in 1941. The difference is that when he hit 407 Ted Williams played with and against players that did nothing to make themselves better-no diet, no weights and the only training they did was showing up a little early for BP if they had a kink in their swing or something felt out of whack in a pitch. Unless they were playing, ballplayers spent their time enjoying the things being a ballplayer gave them. Very few people did anything to be a better ballplayer-almost all of them relied on nothing more than natural talent, so there were a lot of marginal pitchers for players like Williams to pad their average. 400 was becoming less common by the time Williams did it because more players were doing things to make them better (nothing compared to today's standards, but drunken slobs who rolled out of bed in time to get to the game were the rare exception rather than the rule) and by the time the 40's were over there were very few players in the majors who rielied on nothing but natural talent-the influx of talent that came with the removal of the color barrier made it almost impossible to do nothing and keep a job.It was the increase in performance of the bottom players-specifically pitchers-and not a decrease in performance in the top players that has led to 65 years without a 400 hitter.

i would stick to Quality of Pitcherslook at these guys compared to pitchers in the past
look at their film to see how much better pitching has gotten
and then look at their work out routines and even entire career from little league up.
these days, athletes as a whole are insanely better
and when you talk about such a skilled craft as pitching..that's especially the case.

All factors you mentioned are reasonable, but I will aggregate that in today`s game a batter has to face mid relievers and closers that makes more difficult to bat in 7-8-9 innings.Does King Felix upstaging Dice-K prove that it's better to develop talent than to buy it?
Pressure from the media and scouting. Media coverage is unreal when ever someone approaches a record. The pressure is huge. Scouting the players closer tells pitchers the batters weakness. That makes it more difficult for hitters.I'd say its because hitters are now facing on average 3 pitchers a game, sometimes more. Back in the day, the majority of pitchers pitched complete games every outing...unless they were getting rocked.
Check out the link...I think that will answer your question. Basically players aren't seeing the same pitcher every at bat. Like going from a "slow" lefty in Kenny Rogers to Zumaya back to a "slow" Todd Jones if you are facing the Tigers.
Another possibility in the more recent years is the expanded strike zone, essentially forcing hitters to swing at more pitches than they might have before.
