According to his stats on Baseball Cube he was drafted as a shortstop and played in the very low levels of the Padres minor league system as a shortstop and then a third baseman.There are plenty of examples of players who get moved to pitcher from another position mainly because they are discovered to have a strong arm. It is also possible that Hoffman was a two way player in high school or college - many times a teams best player at that level is the shortstop who might pitch once or twice a week.

yeah, he was a SS in college and when drafted by the Reds. When he was in single A, the manager there converted him to a pitcher, and he has been one ever since. The Marlins picked him up in the expansion draft, then was traded to the Padres.Joe Nathan, the closer for the Twins, was also a SS when he was drafted.
