Among HOF pitchers, the guys with the most stolen bases typicially pitched in the dead-ball (pre-1920) era:

John Clarkson (1882-1894) - 31 steals
Cy Young (1890-1911) - 29 steals.
Charles Radbourn (1880-1891) - 26 steals.
Joe McGinnity (1899-1908) - 26 steals.

Among live-ball pitchers, only one HOF pitcher stole more than 10 bases in his career:

Bob Gibson (1959-1975) - 13 steals.

This isn't a surprise. Gibson was a tremendous talent. He had enough speed to play with the Harlem Globetrotters pior to his big league career.
