Question:Cleveland and chicago have the same # of wins (47) and loses (32), chicago is 2nd in the east and cleveland is 5th, whys isn;t cleveland third or at least 4th?

I'll assume you're talking about the Bulls and Cavaliers. Division winners are guaranteed to finish in the top 4. So Detroit takes the one spot. Chicago, since they own the tie breaker over Cleveland, are in the two spot. Toronto, a division leader is in the three spot. And Miami also a division leader is in the four spot.
