Extremely rare. There is a kid in college now that has been drawing attention and from the report I last heard was equally good from each side. Not only is it rare, but I would say it doesn't really exist. So Greg Harris did it one time in his career. To me that doesn't make him a "switch" pitcher. It means he could throw with both hands and wanted to be a footnote in baseball history. It takes hours and hours of conditioning to have one arm capable fo pitching at a big league so I don't see any way that someone could do it with both hands. If someone came along and truly did this on a regular basis I think it would be like a switch hitter where one side was superior to the other. Since this is the case why wouldn't he just pitch with his better arm??

Yes but there is a guy in the Atlanta Braves Orginization that can switch pitch. He origionally was a lefty and wanted to play shortstop. His coach wouldn't let him because he was a lefty.
