Its probably a TV situation.to introduce the game, matchups, etc...that takes a couple mintues.You cant just start broadcating a game at the top of the hour without an intro to the game. I think the main reason they start a few minutes after the hour or half hour is so the TV station can get a little pregame in.

It actually hearkens back to the days when you could only listen to games on radio. Most radio stations do a top of the hour news and so as not to screw up the stations, games were scheduled to start at a time when every pitch could be heard.Remember baseball on the radio blossomed in the 30s (Depression) and 40s (WW II)
