Generally, every league for every sport has different regulations regarding what games officials can work given any number of circumstances. For instance, in NCAA Football, officials cannot work a game in which one of the two teams playing is their alma mater. In many High School leagues, officials cannot work a game if their child is attending one of the schools playing, while in other leagues, a high school official might work a game between their alma mater and another school.

I have worked games in which I was the umpire-in-chief due to the other umpire(s) having family members pitching/catching/etc. Fortunately, I have no family members who actively play sports that I officiate, so I have not run into any sticky situation.

In the Major Leagues, umpires are not prohibited from umpiring a game in which a family member plays, with the following general exception: An umpire cannot be the umpire-in-chief (home plate umpire) when their immediate family member is the pitcher -- often times, this presents little or no problem, as the crew makes sure that their rotation allows for this.

Every league is different, so some (actually, most) leagues will allow umpires to work a game in which their family member is playing (their role in the game, however, might be limited due to this relationship), while some other leagues might disallow this. In baseball, however, you mostly will encounter the "yes, s/he can..." train of thought.

Yes you can depending on the area in which you live. And the age level of the Kids does play a factor. But in my area it doesnt really matter

Nope, it goes as far as if the umpire in MLB is from the town they live in they have to sit out because of the homer rule. They bring in a replacement. Same in all the major sports.
