No the play by play was not Mel Allen. in 1991 the Yankees broadcasters were

John Sterling-radio
in fact Mel Allen hadn't done a Yankee game in a long time at that point. The earliest Yankee announcers I remember (late 70's) were Bill White, Frank Messer, and Phil Rizzuto(always gone by the 7th innning.) back in the WPIX (Ch11) days.
