Zero. Oddly enough, their is a very rarely used rule that allows the Umpire to call a player out without ever seeing a pitch.

Rule 6.06 b - A batter is out for illegal action when he steps from one batter's box to the other while the pitcher is in position ready to pitch.

Taking this into account you can "pitch" a game without actually throwing a pitch. A stickler might say that he didn't actually pitch. In this case a single pitch would be needed to qualify as pitching.

In a game where this rule was not used, the total pitches needed for a complete game would be 15. This assumes the game was rained out after 5 innings. 5 innings is the minimum required for a game to be considered complete.

The minimum required for a game not called for rain is 24 pitches for the losing pitcher if they are on the away team (since the home team does not come up to bat if they are ahead going into the bottom of the ninth) and 27 for the home team since they will always pitch the top of the ninth in a nine inning game regardless of the score. The minimum pitch count for a winning away team would also be 27.

For those that answered anything higher, you probably aren't taking into account that you can conceivably have every batter pop up on the first pitch of each at bat.

For the record... the lowest pitch count for a complete game took place on August 10, 1944. Red Barrett of the Boston Braves threw just 58 pitches to beat the Cincinnati Reds 2-0.
