The tagged runner is out but the at-bat is not. Hence, the at-bat gets to restart the next inning and the count is re-set to 0-0.The person that was batting leads off the inning with fresh count.
With two outs, and the final out being recorded on the runner, the attempted stolen base ends the inning, and the batter's at bat is not official. The put out is credited to the second baseman/shortstop/third baseman, and the assist to the catcher (who presumably threw the ball). The pitches do count towards the pitcher's total count, but the at bat is not official and will resume, with a 0 ball 0 strike count, the next inning, with the same batter at the plate.
