Pepper games in baseball were used to train hitters, before the onset of sophisticated pitching machines. How the game is played is very simple and non-sophisticated. The batter would hit the ball to an infielder (there was usually 3 in the game, however, there are no rules indicating less or more player involvement). The infielder would then catch the ball quickly, however, (not to fast), throw the ball to the hitter, who would in turn hit it again. Then they would repeat...It was good training to get brushed up on a left handed pitcher as well as a right handed pitcher. I'm sorry to say that with today's baseball technology.
