Youth Baseball Tournament League- should you cut 5 players?

Question:In 12 year old youth baseball - you have two teams of 12 players but during tryouts you have only 29 who tryout. Do you through their scores and coaches preferences cut 5 of them to make 12 players on each team. Or do you add them to the teams.

add them i coach little league i have 15 kids on the team its your responsibility to teach all of them and play all of them
