I agree, neither are that great, but if you had to pick one, I'd go with Borowski simply because I think the Indians have a better team than the Marlins right now and should have more chances for Borowski to gain saves (Im assuming this question spurs from a Fantasy Baseball League?)Julio has somewhat struggled in the closer role, as evidenced by him being replaced in Baltimore by BJ Ryan at the time, and in Arizona by Jose Valverde. Granted, Borowski is no Mariano Rivera, but I think when its all said and done, he'll have more saves that Julio. Good luck!
