Why did the Texas Rangers sign Eric Gagne as a closer when they already had Akinori Otsuka?

These random one-year deals litter the transaction wires in the baseball offseason. Gagne is nothing more than a reclamation project. He's a low-risk, decent reward player who could look enticing if he played well and either be parlayed into a deadline deal to a contender or, if signed the following offseason, would yield a compensatory first-round pick.
Things don't look like a reward is coming the Rangers way, as Gagne is back on the DL and walked two batters and only struck out one in three and a third innings. But you never know, the walk problem might be showing the ailment as opposed to showing his diminshed skillset.

Gagne was a great closer when healthy with the Dodgers, and the best in the league in fact if you can remember back to his consecutive Save Streak. Otsuka is either a guy they were not completely confident in, or they thought Gagne could be a Set-up Man, and Save some games when Otsuka was used several nights in a row. Only problem is Gagne is damaged goods right now, and has yet to been able to play un-injured for quite a while.

Actually, Aki was brought in last year to be a solid 8th inning guy and ended up taking over the closer spot when Cordero struggled. Although he has the demeanor to close, he doesn't always have the stuff. He is a very good 8th inning guy and , in times like this, a good backup closer.
