Question:IF he doesn't belong, then why not start a movement to erase Mickey Mantle and Willie Mayes from the hall? Both worked for the Claridge Casino in Atlantic City and were 'suspended' from baseball during their employment there during the 80's. They were put on the 'permanently ineligible list', yet were reinstated by Peter Ueberroth in 1985 after only 2 years. Rose has been on that list for 18 years. His time has come.

Rose's ineligibility to be considered for the Hall has nothing to do with his performance as a player. His stats are NOT what keeps him out; nor do his stats grant him a waiver around his particular roadblock.
Rose can be reinstated when (a) he's innocent, (b) he unbreaks Rule 21, or (c) "permanent" expires.
MLB should never, NEVER let him back in. The Hall, which is not a division of MLB, is really a much less important and less interesting issue, really does sidestep the question by grafting its own eligibility requirements onto whatever MLB says constitutes eligibility. Cowardly, but that's how the Hall wants to do it.

The penalty for what he did (betting on a game involving his team), is a lifetime ban. It's one year for betting on other games. That is the rule. 21(d), posted in every clubhouse. Pete Rose knew it, knew the consequences, and broke it. Major League Baseball is following its rule.It doesn't help that Rose has changed his story numerous times over the years. He had so many opportunities to set the record straight, to look like he had changed himself, but he never did that. He shifted, he no-commented...at least until he wrote a book and he profited off of it.
Besides, he did admit in his book that he betted on games involving his own team. Now, the idea seems OK, put your money where your mouth is, but there's a catch; maybe you're changing how you play or manage games on which you have a bet.
