For a starter, Roy Halladay, believe it or not. He had a truly miserable year in 2000, was sent down to A-ball to rebuild himself and came back as the pitcher he is today.

Early Wynn's career ERA was 3.54 and 5.82 was his highest single season number. Halladay's 2000 was 10.54. That's why I included the source.

Plenty of pitchers have had an ERA of infinity, giving up a run or more while recording no outs, but the highest ERA with official innings pitched was an amazing 7.71 by Les Sweetland of the 1930 Phillies. In 167 innings he gave up 164 runs (143 earned) on 271 hits. What's even more amazing is that he completed 8 of his 25 starts and went 7-15, even pitching one shutout.
Les had some competition though. Check these ERAs of pitchers on the same 1930 Phillies: Willoughby (153 IP, 7.59), Elliot (117 IP, 7.67), Smythe (50 IP, 7.59), Phillips (44 IP, 8.04), Koupal (37 IP, 8.59). The team ERA was 6.71, a record worst ever.
