In Ohio, who is left to enforce a no smoking rule if a local little league refuses to address an offender?

You are left to enforce it. Douse the cig with water, or pull it out of their mouth. If the offender gets physical, deck him with whatever you got. Vigilantism gets a bad rap. Well, out here in California, you call the Police Department & the responding Officers issue tickets for breaking local laws. If it is illegal to smoke in that area, then there should be no bickering about it! Is this in a private park or a public park that is run by the City/County? There are also State laws & Federal laws that must be followed, so you have some homework to do on this issue! Have you tried contacting someone in City Council or City Hall about this? They have an obligation to assist you with these types of questions... Our state has a law that makes it illegal to smoke within 25 feet of a childrens play area & soon ALL parks will have a smoking ban. It was difficult at first, but now that most people have calmed down about the rules & bans, they seem more at ease about showing non-smokers courtesy!
