Being from Chicago I believe I can answer your question.
Chicago is basically divided into 2 parts the North side and the South side and Madison street that runs from the lake to the western city limits (Austin Ave) is the dividing line. Everything north of Madison is a north street and everything south of Madison is a south street. Now that the geography lesson is out of the way.generally the rule of thumb is if you were born on the north side you should be a Cub fan and born on the south side a White Sox fan...I was born on the northside and I hate the Cubs...so I became a Brewers fan.
The rivalry is based on bragging rights..right now the Sox own complete bragging rights because of their World Series win 2 years ago...Cubs are at 98 years and counting. Cub fans are perceived to be 'lovable losers' and yuppies where as White Sox fans are blue collar type workers. The rivalry really intensified when interleague play started...Cub fans hate Sox fans and vice versa...it's interesting to watch.

In terms of the on-field rivalry, that only dates to 1997 when interleague play started. Before that, the Cubs and White Sox never played each other. There has always been some rivalry amongst the people of the city, though. The Northside supports the Cubs, and the Southside supports the White Sox, although the Cubs fans outnumber the Sox fans.

It's really about the city being divided along geographical lines and transportation in the 1900's.If you lived on the Southside(of Madison ),the Sox were your "neighborhood" team.You didn't travel all the way up north to Wrigleyville to see the Cubs.Likewise for the Cubs.If you were a Northsider,you rooted for your "home" team.Travel back then somewhat prohibited going to crosstown games.As travel became more convenient and the advent of radio and television broadcasts of the games,you became a fan of the team your family was a fan of.If you moved across town,you could still follow your team.Remember,both teams used to be broadcast on WGN TV.The rivalry has been in place for many years in part due to the fact that neither team won a World Series.So it became a race to see which team was the "best loser".When one team wins,the other teams' fans don't want to see them do well because then they have to admit to the failure of their team.Before interleague play began,there used to be an exhibition game between the two teams(I know,I was at several) and that gave bragging rights to that teams fans,just like it does now that the games count in the standings.
And for broadcast rivalry,Harry Caray did the White Sox games before he did Cubs games. Most Cub fans don't know that Harry did Sox games.He started "Take Me Out To The Ballgame" at the old Comiskey Park.He used to sit in the Center Field bleachers and get drunk with the fans during games.Cubs fans think they invented Harry Caray.I remember Harry when he wasn't a "homer" and brown-noser for the Cubs ownership.God,he and Jimmy Piersall used to really rip the White Sox when they deserved it.I miss announcers like that.
The rivalry will go on forever,like the Dodgers-Giants,Yankees-Mets or any other city that has more than one team.
