Never is there a tie. The runner either beat the throw or he did not. These sandlot rules lead to a lot of ejections in semi-pro and Legion game because players and coaches/managers don't know the rules.When in doubt call the out!

The operative word is before. Rephrased - The runner must beat the ball to the base.
