He can not make a move towards throwing a pitch and then throw to first. Once he begins wind up he must throw the pitch to home or it's a balk, which means all base runners are given one base. A runner on third and first would mean the one on first would go to second and the one on third would advance to home. He can take his right foot off the rubber to signal his intent to throw to first but if he does this he is not obligated to throw to first OR he can turn towards first before he begins his wind up and throw to first.
