Old question. The answer used to be Ferguson Jenkins (3192, 997) but then Maddux and Schilling came along and tripled the pool.

Greg's at (3191, 949) as of today but, since he's still playing, he might yet walk another 51 guys and cut himself out of the solution.

Curt, however, is at (3045, 695) so he's got a long stretch of wildness before he'll walk his millenial batter.

And if Pedro Martinez (2998, 701) ever rings up two more guys, he becomes part of the answer as well.
