He is put in the team's 40 man roster, and cannot be drafted. Since the team can only have 25 active players, he is left in the minors where he can continue to play.

I can see absolutely no reason why a player would be called up from the minors and not report. He his getting a HUGE pay increase by just being on an active MLB roster. Are you sure you read it correctly? Often players will refuse an assignment to report to a minor league club, and instead request waivers. But I have never heard of an active minor leaguer refusing a call up.
