What does it mean to be called up from minors-not to report?

I can see absolutely no reason why a player would be called up from the minors and not report. He his getting a HUGE pay increase by just being on an active MLB roster. Are you sure you read it correctly? Often players will refuse an assignment to report to a minor league club, and instead request waivers. But I have never heard of an active minor leaguer refusing a call up.
