The most important aspect is strength and mechanics.
The speed of a fastball comes from how you "drive" toward the mound, your arm angle/action, and the strength of your arm, but more importantly: The strength of your drive leg.
The drive leg is the leg that is pushing toward the plate when the ball is delivered.

I am 5'7" and weigh 150 without much muscle and I can throw a football 50 yards easily.
I also used to be a pitcher so I have good mechanics with a baseball. When I was 14 I could almost hit 80. I am 21 now but I don't know how fast I can throw my fastball, maybe in the low 90s? I guess thats pretty good for being a little guy.
