Little league baseball, advancing runners?


Question:Here is the scenario, nobody on nobody out, batter hits the ball for a base hit, he turns towards second and watches the ball come into the pitcher, mind you he is still off the bag looking to advance to second. the pitcher immidiately stands on the pitchers plate. the catcher is still out of position as well as the ss and 2nd baseman. Can I send the baserunner to second?
As I understand the rule the catcher and the pitcher have to be ready to prevent the runner from advancing,(or the umpire calling time).

Yes, send the runner. I have coached for 15 years in Baseball
and I have learned to take advantage of the other teams mistakes. It sounds like the other teams shortstop and second baseman were way out of position.
Unless an umpire has called time, this is a live play.

IF time hasn't been called by the umpire the ball is still live and the runner is free to advance. This is a risky play because the runner has more ground to cover to reach second than the pitcher and the two fielders would have to cover to tag him out. If the umpire has called time then the play is dead and no advancement is possible until the pitcher is set and ready to deliver the next pitch.
