Question:Dave Roberts reached base on a catcher interference (and it was called an unknown strike). Does this just mean that the catcher reached out over the plate and caught the ball before it actually went over the plate? If not, was does it mean?

There's no such thing as an "unknown strike."

But yes, it is catcher's interference if the batter reaches over the plate and catches the pitch, even if the batter wasn't swinging.

Complaints about Little League?

It generally means that the catcher had his glove too far forward and interfered with the hitter's swing.
