Question:ok so im 13 im 5'4 128lbs when i bench i max115 but i dont want to lift weights for this i need to get stronger for my upcoming baseball tournement im the star pitcher and i only throw about 78mph i want to get up to atleast 82 by june 21 so any tips i need them thank you

An extra 4 mph isn't going to be significant if you are throwing in the upper 70's at age 13. I would work on a good changeup. A good changeup can be the most effective pitch at any level of baseball. I would also learn how to throw a 2-seam fastball. A 2-seam fastball will move to the side and will induce more groundballs. To throw a 2-seamer, hold the ball so that your index and middle finger run along the seams where they are closest together. Then move one finger so that your fingers are together on one seam. This should create some sideways movement on your fastball.

If batters aren't able to catch up to your fastball, just keep throwing the gas. The most important part of pitching is to throw strikes over the corner of the plate.

Practice, practice, and more practice my friend. At 13 with your given physical specs you should be able to reach 82 mph if you work on your delivery and leg work. Better drive with your legs will give you more speed. So in saying that try a couple of techniques: 1. just throw without the ball, on the mound really concentrate on how your legs push your delivery, at least 50 reps per day of you throwing without a ball. 2. Try to eliminate any unnecessary upper body movement until right before you let go of the ball. This sounds funny but it works, tape your arms to your side, and on the mound practice throwing without your arms. This will seem awkward at first but the more you get it down the better your leg drive and also the better your balance will become.
