There are a couple of key differences that make a metal bat superior in terms of overall performance. First, the sweet spot (i.e., the hitting area for optimal impact) in a metal bat is about three times larger than that of a wood bat. This means that the margin for error in where impact is made is far larger for a metal bat than a wood bat. Second, the weight characteristics of a metal bat provide distribution of mass that allows for greater bat speed. Third, the trampoline effect from bat to ball is far higher for a metal bat than a wood bat.In little league baseball, it can't be much. I've seen comparisons where the speed was approximately 5% faster with a metal bat. Put that monster in the hands of a 10-year old and you can crack a 42 mph rather than 40 mph ball off the bat. I think the major difference NYC is not contemplating is the extra costs associated with regularly using wooden bats over metal. It's not performance that drives every league in this country besides MLB from using wood.

This is called the coefficient of restitution Now, everything has it's own C.O R. Metal is much faster than wood. That's why when a ball and a metal bat meet, the ball collapses and the bat collapses. The faster these two objects regain their former shape, the harder the ball comes off the bat. Since metal bats have a higher C. O. R. than wood, the ball comes off the metal bat harder then the wood bat. If you can get a book on Kinesiology, this would probably explained better and show some data.
