They have to make the pitches to make it official. Plus it opens the possibility of wild pitches!By the way, to the previous answer, they do not always intentionally walk batters because they are "scared" baseball is a very stratigic game and walks are issued for various reasons. Bad matchups, open first base, pitcher on deck, etc.
In little leagues and high school ball, they issue walks without the pitches, all you have to do is tell the ump you want him walked.
Doesn't make much sense to me in a game that they're already trying to speed up. In some levels of college baseball (NAIA for instance) the team informs the umpire that they want to give the batter an intentional walk and he just goes to first base. Doesn't seem to be any problem. They should do it in the pros.

What IF a pitch comes a little too close to the plate and the hitter is able to hit it? No one is expecting him to hit and a little blooper or line drive to otherwise unattatentive players may get a run in or at least a base closer to scoring. No pitch, no chance to hit the ball and EVERY batter is entitled to that opportunity, good hitter or not. Is a P.A.T. automatic after a touchdown? Is a point awarded a player after he is fouled in basketball without shooting the ball. That's why there are percentages. NO ONE is 100% at free throws, unless they are one for one or something stupid like that, so every professional sport has rules to allow for situations that are rare, but possible, in some cases. One thing for sure; 100% of balls NOT thrown have NO chance of being hit.First asain player in major league baseball.?

For the most part this is a formality but there have been instances when hitters have swung an intentional ball. Most notably Miguel Cabrera singled on one a few years ago. I agree with Scott. In a game that they say they are trying to speed up, I cant think of a more obvious or simple rule change then the intentional walk rule. If you wanna walk a guy, just signal to the Ump, who will direct the batter to take his base.
