Let's see...Billy Martin won everywhere he went as a manager, the quintessential "turn-around artist". For example:He got his first job with Minnesota in 1969, and turned a struggling team into contenders.
He took over the aging Detroit Tigers in 1972, and turned them into contenders.
He took over the Texas Rangers in 1974, a sad-sack team the season before, and turned them into contenders deep into August.
He took over the Yankees in 1977, on the cusp of being special (he replaced Bill Virdon), and won the World Series.
He took over a downtrodden Oakland A's team in 1980, and turned them into contenders.
Meanwhile, Joe Torre took over the Mets in 1978, and mostly stunk. He then took over the Atlanta Braves in 1982 and won a division title. However, afterward he mostly stunk. Torre then took over the St. Louis Cardinals in 1990, and mostly stunk with a team full of aging players (Ozzie Smith, Lee Smith) and flash in the pan talents (Ray Lankford, Bernard Gilkey, Mark Whiten, Bob Tewksbury, Gregg Jefferies). When he took over the Yankees in 1996, the talent was already in place. Furthermore, he had an endless supply of cash and pimped-out prospects his general managers had at their disposal to improve the team.
In short, Billy Martin is the better manager based on how many teams he helped improve.

Torre. Martin was a reckless hothead, like Lou Pinella is. Torre is self controlled, but knows how to call his team out when needs be. Martin and Pinella are way overrated, you have to be more balanced to be a really good manager-not too soft and hands off, but not too hard and over the top either. Pinellas disgraceful lambasting of Ben Grieve, his starting a fight with Rob Dibble, his frequent tirades with the media-the guys' useless. On the other hand, nice guy Art Howe cant seem to command the respect of the the clubhouse, at least not for a long enough period of time. Billy Martin was reasonably successful at every place he managed and he could take mediocre talent (like the 1981 Oakland A's) and make them into a playoff team. Joe Torre was horrible with the Mets in the 70s, was also a perennial loser with the Cardinals and Braves in the 1980s and didn't win until he got to the Yanks, with a loaded cubboard (young Jeter, Bernie, Pettitte, Rivera, etc.) and George's money to spend on whatever they need. Torre is a class guy and I love him, but Billy could outmananage him any day!

billy if you didnt perform hed kick your buttI say Martin, because he was not only successful in New York, which was a given because of the talent he had, but in Minnesota, Detroit, Texas, and Oakland. Oakland was his biggest challenge, because they had losing records for 5 seasons in a row before he took over. He was responsible for improvements in his first season everywhere he managed. Like in Minnesota, where they won a division title in his only season there. I just look at Torre's record in the NL with New York, Atlanta, and St.Louis, and it doesn't compare. He had only one playoff appearance, and that was in 1982 with the Braves. Other than that, he was mediocre at best. His Yankee team now could be managed by Derek Jeter and be successful.
