Yes, the force is on at home (and at all the bases for that matter) when there is a dropped 3rd strike with two out and the bases loaded. The catcher could simply just step on home plate for the 3rd out without making a throw to first base.Rule 6.09

A FORCE PLAY is a play in which a runner legally loses his right to occupy a base by reason of the batter becoming a runner.
So, with 2 outs and bases loaded, a dropped 3rd strike forces all runners. Instead of chasing the batter-runner down or risking an errant throw to 1st base, it would be much easier for the catcher to step on home plate for the 3rd out.
If the catcher steps on home plate before any runner crosses it, you score a K with FC for the batter and an unassisted putout U2 for the catcher. There is no passed ball scored because the force out is made, thus no runners actually advance safely (3rd out), but you have to account for the batter being left on 1B so your scorecard will balance correctly.
