10.20 Credit a pitcher with a save when he meets all three of the following conditions:

(1) He is the finishing pitcher in a game won by his club; and
(2) He is not the winning pitcher; and

(3) He qualifies under one of the following conditions:


(a) He enters the game with a lead of no more than three runs and pitches for at least one inning; or
(b) He enters the game, regardless of the count, with the potential tying run either on base, or at bat, or on deck (that is, the potential tying run is either already on base or is one of the first two batsmen he faces); or

(c) He pitches effectively for at least three innings.

No more than one save may be credited in each game.

What baseball team is good consistently but won't win a world series anytime soon?

the team needs to be winning by at least one run, and if they hold the other team from not scoring any runs then its a save, but if they allow enough runs for the other team to win, that's a blown save

You have the opputunity to save when you are put in the 8th or 9th inning and your team is leadin by 1-3 runs OR you are winning by four runs and you come in to the game with the tying run at the plate. You could also come in in the 7th inning and get nine outs to get the save no matter how bad you are winning by.

2 - coming into the game with the potential tying run on base, at the plate or on deck

The third situation is coming into the game with a lead of any size, and pitching the final 3 or 3+ innings without surrendering the lead.

If you're wondering about a hold, it's coming into a game in either of the first two situations, getting at least one out, and successfully passing the potential save situation along to the next pitcher.
