Winning percentage isn't the same thing as number of wins in a season. Winning percentage is wins / games played, for a team, or wins / decisions for a pitcher. (That's for some of the people who have answered before I did.)

Yes, converting win/loss records into percentages is a way to "normalize" the numbers, but it doesn't account for differences in the playing conditions or in the structure of the schedule.
