I think there should be major penalties. I think it should be looked at case by case. I think they should have to be caught, in order to be punished. There shouldn't be any action merely for suspicion. If there is enough suspicion, no one will vote for him for the HOF anyway. I don't know that all cases should result in an automatic banned from baseball. I think they should automatically be subject to weekly tests for the rest of their careers.I see myself as above anyone who believes in guilty until proven innocent.

Actually, I am one that believes they shouldn't be banned.This would be my ruling.
Anyone caught using performance enhancing drugs, whether done in the major or minor leagues can sign a contract for no more than one year at a time and for no more than the league minimum for their entire careers. Their can be no personal services or performance bonuses in the contract and no team shall provide any additional benefits outside of the league minimum salary (and that included Road meal money)
