With an overhand pitching motion a baseball is not going to rise. If a guys throws sidearm or submarine style then yes, it can rise. Of course. At some point it will start to drop, but of course it can rise.There is, of course, a rising fastball, which certainly implies that it can rise. And a ball thrown from the outfield almost always is thrown upwards. But I assume the question does relate to pitching; it is the spin of the ball and resulting friction that creates the rising motion.
I assume you're asking about a "rising fastball." Technically, this is impossible, as, if it's thrown overhand, it would require a ball to defy gravity (and the force of the throw) to rise. Simply, it drops less than a slower pitch. Watch and you'll notice, nobody ever swings OVER a rising fastball. It's because they are reading it like a slower pitch, thinking it's going to come down more than it does. So they swing lower, coming in under the ball. Because of that, many people assume the ball must have risen. But it is scientifically impossible for it to do so.
